Design & Entitlement

We are dedicated to providing our clients with innovative design & entitlement solutions. From the inception of the project we work hand-in-hand with our clients in the development of the project. Our goal is to create synergy amongst the project team, fostering an exchange of ideas and obtaining results that are creative, realistic, and integrated with our clients’ objectives.

Design

There are three key components that distinguish successful design: meeting the owner’s needs for function, aesthetics, and cost. We work closely with our clients to understand their needs, and we work closely with the design professionals to help them successfully interpret those needs to provide each client with a facility that is functional, pleasing, and works within their financial parameters.

Design Team Selection

We have an excellent track record of assembling teams that are qualified through experience, ability, financial strength, and positive collaborative attitude. Whether your project is negotiated or hard bid we can simplify the process and guide you through selecting the right team.

Entitlement Coordination

When it comes to entitlement coordination we understand that time is of the essence. Our experience and relationships with local agencies and municipalities help in achieving a timely and smooth entitlement process.

Cost Analysis

We work to ensure that projects are designed to a budget, not budgeted to a design. We have the financial expertise to develop budgets and proformas to help determine the financial viability of your project. Other services include:

  • Developing the overall project budget including design, construction, permits, equipment, and administrative costs
  • Suggesting design alternatives to keep the project within budget without compromising needs or concepts
  • Soliciting vendor proposals and reviewing proposals
  • Drafting and negotiating vendor contracts
  • Providing routine financial reports

Schedule Development

We understand the adage that “time is money,” and we take seriously our job to ensure that the project moves forward as planned. We work closely with the design team and the general contractor to develop and refine the project’s master schedule. This schedule will include specific delivery dates for various components of the design as well as agency approvals and permitting, along with the specifics of the construction process.

Construction Management

Our construction professionals add value to the building process by providing input on constructability, scheduling, cost control, quality control, and closeout.

Schedule Oversight

Our team brings a realistic approach to managing project schedules. We look ahead to anticipate obstacles, suggest solutions, and work the schedule to deliver your project on time. Our hands-on schedule management services consist of:

  • Creating and maintaining master project schedules
  • Reviewing and approving the initial construction schedule from the general contractor
  • Monitoring the schedule progress and recommending adjustments as necessary
  • Collaborating with design and construction teams to keep the project on track

Quality Control

We conduct regular quality-control inspections of the construction as it progresses and work with the architect to ensure that our clients receive proper value for their investment. Quality control at regular intervals in the construction phase consists of:

  • Regular on-site review of construction in progress
  • Monitoring updates of the as-built plans by the general contractor during the course of construction
  • Reviewing testing inspection reports during construction
  • Where applicable, working with the commissioning agent in the development of the commissioning plan as well as monitoring the results of the commissioning
  • Conducting a punchlist inspection, compiling the punchlist, and reviewing it with the general contractor upon substantial completion of project

Coordination

Our job is to keep all team members working together to a common end. During the course of construction we will be…

  • Meeting regularly with the general contractor and architect to review progress and any outstanding issues
  • Reviewing and tracking preliminary lien notices and lien releases
  • Reviewing insurance certificates for compliance
  • Providing a monthly status report on the project

Project Closeout

As construction activities come to an end, Earl Consulting Co. remains active in the closeout process. Our involvement during this phase ensures that our clients receive all necessary information, materials, and training for a successful turnover. Closeout activities include:

  • Preparing a punchlist in conjunction with the construction team and owner and monitoring completion
  • Coordinating closeout documents: collecting, reviewing, and assembling the warranties, operating and maintenance manuals, commissioning report, and as-built documents
  • Assisting with commissioning the building and providing owner training
  • Setting up a warranty walk-through to address any issues that have arisen subsequent to completion
  • Coordinating with the general contractor to complete warranty work in a timely manner while minimizing disruption to the ongoing client operations
  • Facilitating a Lessons Learned meeting with the project team
  • Assisting with obtaining the occupancy permit

Sustainability

With the knowledge and experience of our LEED-accredited project managers, Earl Consulting Co. can advise on sustainable design, construction, and products for new construction on major renovations, core and shell, existing buildings, and commercial interior projects. Sustainability services include:

  • LEED evaluation and consulting
  • Advising on the best approach for achieving the desired level of certification
  • Assisting with cost-benefit and life-cycle analysis
